
Wombourne Parish Council are pleased to announce that their Clerk, Rachael Wright, is now a CiLCA Qualified Officer.
Rachael began studying for her CiLCA (Certificate in Local Council Administration) in October last year, and qualified today (1st July 2022).
By achieving the CiLCA qualification, it enables the Council to resolve to adopt General Power of Competence (they must be eligible by having two third of it’s total number of Councillors being elected).
General Power of Competence means the Council no longer need to ask whether they have a specific power to act. General Power of Competence (LA 2011 s1(1)) gives local authorities, including eligible local councils, “the power to do anything that individuals generally may do” as long as they don’t break other laws. It is a ‘power of first resort’; this means that when searching for a power to act, the first question you ask is whether you can use GPC.
Wombourne Parish Council will discuss and decide whether to adopt General Power of Competence at their Full Council Meeting on Monday 5th September 2022.
